The one rule that changes everything
The #1 rule of good English writing is simple: write for the reader, not for yourself. Most people write to sound smart, to be thorough, or to cover themselves. Good writers ask one question before every sentence: "Will the reader understand this easily?" If the answer is no, rewrite it.

Clear. The reader knows what to do and when.
With respect to the budgetary allocations for Q3, it is imperative that finalization occurs no later than the end of this business week.
Same idea, but the reader has to work hard to understand it.
Tip
If you can say it in 10 words, never use 30.
