Kyoto's ESL market is smaller than Tokyo or Osaka but steady. Universities and the language schools serving the city's large student population provide most positions, which makes hiring here follow the academic calendar more closely than the year-round eikaiwa churn elsewhere. Building height limits and heritage zoning keep housing supply tight, so rent does not fall as far below Osaka as the city's size suggests. Osaka is fifteen minutes away by express, and plenty of teachers work in one and live in the other.
